Can SMS campaigns be paused?

No.

Unfortunately a campaign cannot be paused - once the messages hit our queue they are immediately prepared and processed.

SMS Central is able to manually pause the messages in our queue, however we require immediate notice; with each second that passes, more messages are sent through to the carriers. Please note that even if we do catch your messages while some are still in the queue, any that have already been sent out cannot be recovered.
